Outdoor cat with strange breathing

Howdy vets! We have this stray (?) cat that likes to come around and she has this odd nasally breathing, almost like she's congested. She's had it ever since she started letting us get close this past summer but it seems to be more pronounced now that temps are cooler (located in Southern California). Any ideas on what this could be?

Not sure of breed or age but she seems fairly young.
