Water bills... whats normal for 2 people?

In light of city council adding a 10% tax, I'm wondering if our current water billing is actually normal. We are 2 people in a single family home. Just got the bill for Oct & November, almost $300. (an improvement from 2 months ago at over $460, which I think was due to a toilet we replaced.) While I saw in the Edmonds news that we are about 'average' I'm wondering if that average still holds when it's just a 2 person household. What's normal for you? I had a neighbor mention that our base fees are much higher than Lynnwood, but when I looked into it I found that not to appear true...
