Dragon rage Smeargle (Emerald)

Discussion

I want to grind out some of the items from the Trainer Hill in Pokemon Emerald, and I have seen people use a lv.5 Dragon Rage Smeargle to do so. My question is How do I get Dragon Rage on a lv.5 Smeargle if it will be outsped by everything before it can use Sketch to copy it?
