Is void vessel hard really the only good place for Quantum Incubators now?

Trying to get my reactors up. Im running low, not quite sure how I had gotten so many to begin with but starting to run very low.

I was researching where else to go and someone mentioned defiler and someone else, and the library doesnt really mention anything else other than special operations which are long and drawn out.

Is there a better place? They dont drop from void intercepts right?
