Minecraft visual bug driving me insane

Hey all. Ill keep this short and sweet, but basically Ive been running into this horrible visual issue of where the distant chunks are pixelated and worst of all whenever I move it gives some sort of effect like a pulsing effect. Ive tried to listen to a few people on what it could be but so far nothing has worked and it is making me incredibly frustrated. I also find it hard to be a computer thing because I have a high end computer and monitor and just recently upgraded so I thought with the upgrade this issue would just dissolve away but unfortunately not. Any help would be great thank you.
