Mated Birds in Paired Flight and Twin Stars interaction

Hi all, the Exemplar feat Mated Birds in Paired Flight says that i can use it with a weapon ikon with the twin star's feat, but my question is if that feat has to be actually active. For exemple, if in one hand i have a thrown weapon with the twin stars feat, and in the other hand i have a shield, can i use Mated Birds?
