Where is best to buy women’s petite/short clothes?

I’m 5’1 and have always struggled to find actual petite clothes, especially bottoms. Most of the time the short version goes way past my feet. A couple of months ago I bought some petite jeans from TU and they fit perfectly, went to get some more, same size, different colour and they were about 6 inches too long!

Does anyone have any experience with brands that are consistently good for short people?

P.s - I know tailoring is an option but prefer to keep my costs low
