9800x3d 5090 stuttering

I recently purchased a new pc but I’m having horrendous 1%lows (from 240fps down to 26fps) across multiple different games. I’m not very tech savvy if you will but I have tried many different fixes to no avail (c-states, expo on/off disabled Realtek 2.5 gbs Ethernet adapter, svm on/off) all my drivers are up to date as well temps are all good too. As I said I’m not very familiar with troubleshooting a pc anyways I’m getting to the end of my wits with it specs are CPU: ryzen 7 9800x3d MB: gigabyte 850 gaming x wifi6e RAM: Kingston beast 32gb ddr5 6000mts SSD: 2 samsung 990 pro with heatsink 2TB GPU: palit 5090 gamerock If any of you know the cause of this I’m all ears extremely frustrated with it now thanks!
