Hipp form in Pennsylvania

Atleast twice a year I keep getting a form that says "our systems indicate someone in the household is working or recently lost a job and we need to know if the employer offers health insurance and we won't pay your premiums until we hear back or something like that"
. I have had the same job as a waitress for four years and they don't offer health insurance. Why do I keep receiving these forms?
