Need help with my dog

Long story short, my mom and i have a street dog. She is 1 yo and came to us when she was 2 months old. She is very energetic, chaotic, she is not friendly to dogs nor cats (not aggressive but barks and wants all the attention), she breaks and shreds everything, pulls the collar, very spoiled (i genuinely dont know how), we tried to train her but she doesnt listen and we are out of options. I am in another city for uni and my mom is very frustrated. We didnt get her bc we wanted to, she was literally handed to us even though my mom said no. She took her bc she loves animals and she had no where else to go. Every one gave her back or threatened to release her to the streets. But my mom is old and fed up with her. We dont know any trainers around and dont know if she can afford it. If this dog can be trained i am willing to at least contribute to it but i am unsure. What if they cant train her? We cant rehome her bc they will get sick of her and she will end up in streets. We are so frustrated and began resenting the dog literally even though its useless and not productive. She feels awful bc she feels like she hates her. I dont know how to help. We also have cats, and the dog was unplanned. Anyone delt with this kind of dog before?
