Regarding counselling

I havent got a decent rank per se for a clinical branch. I want to see what I can get my rank. How can I go about it?

Can I participate in round 1 and not choose any 1 of the two options. It says that I'll be barred from participating in round 2 and only be eligible for open round. In this scenario I don't have to pay 3 lakhs regardless of if I want to sit for open round right?
