Help? Houston Health Department related questions bakery equipment and shakes.

Hello,

I'm looking into the idea of a small restaurant and wanted to see if anyone could help me here.

If I were to open a small bakery or cafe and had an electric oven, would it need to be placed under a vented hood? How about a proofer? Does that require to be under a hood?

Also, if I were to have a milkshake station, does that require a separate sink to be present at this station? Does this change if it's scoop ice cream shakes vs soft serve machine?
