PC stuck on motherboard loading screen after Windows 10 installation + loading bubbles frozen

Just did a case swap and reinstalled Windows 10 on my pc via USB pen drive however I'm experiencing this problem where it gets past the setup and the "getting ready" phase but after that it enters the MSI motherboard loading screen and the loading bubbles freeze.

I also noticed the date is being set to 2035 constantly even after changing cmos battery but all other settings retain after being changed.

My specs are as below:

Intel i7-8700k MSI B360M Gaming Plus SanDisk Pro 1000GB Sata SSD Powercolor Fighter RX6600 Thermalright PA120 Digital TP Link AXE5400 PCIe Network Card

Windows build is Windows 10 22H2 (its the first one I found)
