Will expedition enjoyers still be able to play with non-expedition raiders?

The 2 friends I play with are no where near finishing the expedition prep so they’re likely missing out. This got me thinking: in the games I typically play where seasons are involved it divides the player base by season and non-season. Is that going to be case here? Or will we still be able to play together if we’re divided expedition wise.
