Whats the difference between domestic and international reach?

Saw a post saying, in terms of sales, domestically, Micheal was just keeping up with the pack (meaning the other U.S. front runners like Whitney Houston, etc) during Bad era. Conversely, internationally he was the top dog. How could you have pure dominance globally but not necessarily nationally?
