UAE Visa for Oman Residents

I want to apply for Dubai visa? What is the best way to apply? Is GDRFAD better option than a travel agent? My Omans residence permit is family based and I don't work. Also, how long do you have to travel to Dubai after visa is issued? I wish to travel in mid January? Many thanks
