WTF kind of logic is this?

I was doing a mission and stopped in the middle of traffic by a stoplight to look at my phone for a second. Right when I look up, I hear a cop flying by, sirens, blaring, almost certainly chasing after another player. Then before I knew it an NPC Slams into the cop who slams into my parked car, I get two stars automatically, and before I could leave because during the mission, I was in a slow ass van, the cops stepped out and almost immediately blasted me in the face and I failed the mission?

Why is it that I can do almost anything apart from killing someone, I can drive 1000 mph straight past a cop, I can break all these traffic laws and nothing but the moment my vehicle even touches a cop immediately I hear the “woo woo woo woo?”
