Was the noir skin posted last week confirmed fan art?

Not sure if Im allowed to post the picture or not but last week there were pics posted of a noir skin that was the reverse of the current blanc gacha skin. Was this confirmed as someones fan art or is it an official skin but just not released for some reason?
