Aether Rate different?

Hey I was referred to this platform because Project Aether is in need. The person I know is US based, like I am, and they are paid $40/hr for the project. I am only paid $15/hr according to the rate I am being shown.

Why am I only being offered $15 for a project that recently increased its rate to $40?
