Uscis Ombudsman/ Congress escalation (Vawa)

Has anyone here experienced a long delay in receiving their USCIS receipt notice and ended up asking for help from the Ombudsman or a Congressional office? Did it actually speed up the production of your receipt notice? Thank you.
