Why is nobody dressed appropriately for the weather

Genuinely since I moved to the city I feel like the only one wearing actual winter stuff lmao why is everyone in leather jackets and SHOES?? It looks cool sure but how are you not shivering wearing only 2 thin layers in -15 temperatures
