Quick looking glass question

Have been seeing some brews on random sights with exalted cards(not reliable obviously but did make me curious) in it that are not distortions And don't have anyway to enable advanced elements.

Just wanted to ask if looking glass is actually technically enabling advanced elements? Or is it what I assumed and just removing the requirements for distortion cards?
