Independent investigation by barrister for alleged serious misconduct.

How independent are these really? Surely a nice gravy train for said barrister if they keep delivering the results the employer wants? What I mean is, in reality does independent translate to impartial? Because I've been privy to a couple of seemingly damn unfair 'independent' investigations. Lodging an ERA case is probably the next step. Thanks people.
