Ethernet upload speed dropping to 0-0.5mb/s instead of the normal 50

So, a week ago my ping in every game i play went up and started spiking, at first i thought it would fix itself, contacted my ISP they told me they saw nothing wrong on their end, had a technician come over check everything they told me yet again it was fine so i come here to ask for help. When running a speedtest on OOKLA i get 900Download Speed and 50 Upload but if i start downloading a game on steam or epic or any platform and run the test my upload drops to 0. Some games literally became unplayable, i used to average 30-40ms on Apex legends and recently i average 100-200 and spike to 1000's. Tried using wifi and i also have the same issue so it can't be my cable.
