Best way to hunt Shalpha Lucario

Hello! I've been struggling with finding the most efficient method to hunt Shalpha Lucario. I've tried overloaded Alphas in Area 20, overloaded fire starter spawns, fast traveling to Centrico Plaza, and running back and forth on the roof of Bleu 5 (for Riolu).

Can anyone advise on what worked for them?
