My ethernet speed capped at 10mbps?

I used to get the full speed out of my network with the ethernet but i started having low speeds and when i checked the settings it says that negotiated link speed is 10mbps, i bought a new cat8 cable and its the same speed 10mbps. the caple wasn't directly plugged to the network router i used to plug it in tenda router (mesh router) i tried to plug it to the main router and it worked it says 1000mbps. But i want to be connected to the mesh router, is it netowrking driver thing??
