Where to start with Venezuela

I won’t lie, I’m a bit overwhelmed when it comes to starting with Venezuela, at least focus wise. Do I rush getting rid of the cartels, start building up the industry or solidify Chavez’s political power? I’m doing a communist run following Che, and my natural inclination is to go Cartel>Politcal>Industry>Military before beginning to invade some neighbors.
