Can't Unlock Zhukovs?

Hello miners. I am having trouble with unlocking the Zhukovs, for some reason I don’t have an assignment for them and don’t see them in my equipment area for purchase.

I have promoted the scout so as far as I'm concerned they should be available. Has anyone run into this before? Or am I just completely missing something.
