240-300fps on fps shooters at 1080p(at lowest graphics of course)

what would a solid build or some parts to look out for to get around 240fps plus on most fps games, I pretty much just play competitively and only care about performance and latency I don't care about visuals, budget is anywhere from 1500usd to 2000usd
