Merfolk clothing lady's shop won't appear

As stated, the merfolk lady's clothing shop wont open. I can see the little ! box above it, but there isnt a shop/interact option. So far, I've completely cleared the ocean and blew the horn thing. Does she just have limited hours or do I need to do something else??
