Can clear DTC but can't access OBD2 CAN network

2019 f250 6.7 Powerstroke

OBD2 port looks fine, no blown fuses, scanner can access DTC and clear DTC codes but scanner cannot connect to any modules. I'm using a professional scanner and I've used Forscan and I still can't access the my cars modules.

Whats weird is my tuner (Bullydog GT) can access the ecu and retune my truck but my scanners can't access the obd2 modules?!
