Panel Upgrade Wiring

Recently had a contractor do a remodel that included upgrading our main panel. He had his electrician do it. The electrician we usually use for projects was out here working on something and said that this was totally not up to snuff and we should ask the contractor to send the electrician back out to fix it. Said he would charge $4500 to fix it otherwise. What do you guys think?
