Why is King County metro only rewarding e-bikes and e-scooters, and not all cyclists?

I just read about this program from King County metro which is...

TLDR; providing transit rewards ($ for public transit rides) to ppl who are correctly parking their e-bike or e-scooter in designated areas and then use public transit.

I am completely aghast. Where are the transit rewards for people using real bikes and scooters which they personally own?? On the official site they are saying the program is in place to encourage multi-modal trips... so why are only rewarding this specific consumer group?

If this entire program exists only to encourage proper parking of these annoying e-toys, why don't they just hold Lime and Bird corporations accountable and only allow them to operate within the county if they require customers to park at designated areas? (Like other cities, duh)

This seems ridiculous... Does anyone know what the deal is with this weird program? What am I missing here?
