What to do when my public defender hasnt answered ANY calls and TWO court appearances for us have passed!?

Location: Minnesota. I had to pay 1000 dollars to stay out of jail because I didn't appear because I had ZERO legal plan because he hasnt answered a single call. I have a right to their service because its a public defender. What in the world do I do? Everyone in the court system just tells me to talk to my public defender about it which makes zero sense because that is impossible.
