Do u need to complete the old hunger quest for hunger pangs?

so for my first fragments i did a quick raid and got all 5 and completed the shattered past quest , now it says to do the raid again to get the materials , is it necessary to get them or will i unlcok hunger pangs automatically when i reach the threshold of the fragments needed to start it?
