Conveyance fees with TTL?

I’m buying a new GTI out of state in cash. Dealer told me they have to charge me a conveyance fee and do the titling, registering, and licensing at the dealer due to the port of entry for the car being in Maryland as opposed to NY (where i’m from). Is this true? I thought I could pay in cash, then drive home with a transit plate and register, title, and license it on my own at my local DMV. So what’s the truth?
