Should I ask for a raise/promotion when our company is struggling?

Not just our company, but the entire industry is not doing well. It is a very large company that will likely recover once certain trends die.

My boss praises my ever increasing work and my employee file and yearly review now sits with the Talent Retention team.

Is it in poor taste to request a raise? At what point in the yearly review process should I ask?
