HELP: Fallout 4 skips the launcher.

Hello,

I have just installed fo4 and suddenly when I run it through steam it goes straight to the main screen and skips the launcher where i can change the video settings. Here is what I have tried:

Opening Fallout4Launcher.exe

Opening Fallout4.exe

Steam Preferences: -Launcher

Changing INI files to force launcher

Restarting Device.

Running through Steam

Running through F4SE

I did install F4SE, but this problem was happening before I installed it and kept happening after I got rid of it.

I have no problem with Skyrim.

I am using an ROG XBOX ALLY if it helps.
