Do wave freezes less often than used to?

It's beena few years since I last played top lane, but back then I used to get wave-freeze way more often and feel like I couldn't do anything.

So, playing top right now, and while I do get wave freezes, but it's for like one wave at time. I don't feel like I go long stretches without touching minions.

Did they change the system or something?

Is there a reason for this?
