Is he still worth it

I pulled jiyan on release and my echos for him are really bad given that I stopped playing after 1.0 and started again during the anniversary event where onwards I pulled other chracter like cartethiya chicoona agusta galbrena phrolova but now I wanna build jiyan but I dont know if he's worth building or not.
