Best creators to ask for a commission?

There's a character from the new film The Shadow's Edge that I really want a bot of, but there are none currently. It's Wendy Zhang but her in-film persona (idk The name I watched it in Chinese). She's a young detective who's cold and takes her work seriously.

If I was to ask for a commission who are the top creators the community thinks are the best? Please leave some suggestions and reasons such as if they specialise in a proxy, writing style, character troupe, etc. I just don't know enough about this space to be able to find one myself.
