Latvia vs Lithuania

Hello, I did an exchange year in Riga last year. I really loved the city but distant cold and judgementakn people and lack of english were major downsides for me. How is it in Vilnius compared to Riga?I am considering doing a masters in either Lithuania or Latvia.
