Ice license plates?

Does anyone know where I could look to find a list of known ice license plates.

I was just walking my dog and saw two different cars with tinted windows that seemed to be driving strangely.

(Going slow, making u turns) Maybe they were just lost and have their windshield illegally tinted for Minnesota (I thought we couldn’t do that here?)

Is there a list anywhere so I could know?
