Military Salute Tickets

Does the qualified military person who purchased the tickets need to be present for activation or can any qualified military person be there to activate? We are a party of 7. My son, active duty military will be on deployment when we go to Disneyworld. His wife will be going to Disneyworld with us. If she purchases 6 tickets at her local base and a friend, also a military spouse, purchases a ticket for us (for a total of 7) can they all be activated by my DIL?
