Picking stadium powers in Round 1

I played a match today where our Reaper didn’t choose a power Round 1. When my teammate asked why he didn’t pick, he said he never picks a power in the first round bc he wants to see how he can best counter the enemy team in the first couple rounds. Is this smart in your opinion because that’s two rounds without a power.
