NADRA NICOP FEE QUERY in CANADA

Hi, i am applying for NICOP through Pak ID, i chose regular for usd 39 but it changes to usd 66 without any information like courier charges etc. Is it normal? I wrote to NADRA around 10 days ago and still waiting to hear from them.
