How to make my State Bank do things

Playing Florence into Tuscany over dominated northern Italy and nornim eyeing the south.

But the medici bank is doing nothing at all

They are my state bank, they say they have contributors, they tease money in my face, but I can't get them to do anything.

How do I gain value out of my state bank and ensure they are expanding properly
