Were books of the Bible included to confirm the existing theology of the times?

"People tend to include documents that matched their own ideology. You believed something was apostolic if it taught stuff you believed."
Even though I am Catholic, I can't help but agreeing with this. It seemed to me that the group who later became Orthodox Christians included books into the canon that matched their "orthodox" views. And consequently, "heretical" opponents and books that did not match the prevailing view were not included. Meaning, the books were descriptive and not prescriptive.
It almost seems like confirmation bias: step 1) we believe in XYZ. step 2) we only include books that supported our worldview. Even though other Gospels/Epistles, etc may be divinely inspired, they dont support our worldview so we didn't include it.
