I hope enemies are better balanced in this game compared to gta 5

Playing gta online and sometimes the enemies are just too spongey at times, sometimes even headshots aren't cutting it depending on the mission. Its even worse when I just want to go and use my pistols just to spend 5 minutes wasting ammo for only one guy to die. I hope its more like Rdr2 where even the weakest weapon is just as viable as the powerful ones dont require me spending a whole armory just to kill someone.
