Why do we take care of prisoners better than the elderly

I have a friend that been going through hell trying to help thier mother. She has dementia. Unless you can afford about 10k a month for housing. With all the programs out there you would think their is something for dementia to help family's get them housing and care. Yet we can give prisoners housing no matter what condition, health issues, or mental status (we also have mental hospitals) they are taken care of, but nothing for the elderly unless you can pay even with insurance idk
